14 or 16"? hmmmm....my 7 year old only has a 17" neck, think of it that way! I would buy an adjustable nylon one. collarmania.com has a lot of awesome collars. It has been so long since I've had a pup of any breed. I think my weimaraner had an 8 or 10" collar for her first collar, and she was a larger dog than Lucy, she was in a 20" when she grew up.

I would suggest just buying a cheaper collar now as they will go through like 3 collars before your done buying them for his/her final collar. Then get a decent one from stillwater kennel supply or collar mania. I personally went to pets mart and bought like one small one and then a bigger one. I then waited till he out grew that one. Then I picked one I wanted to use for a while. Be sure to check the collars for how tight they are at least every other day as they grow pretty fast. You don't want a tight collar on a pup.

Lugz is barely over nine months and has been through 4 or 5 collars (I think; kind of lost count). They grow so fast that I wouldn't buy an expensive one until your puppy gets older. I would just take him/her with you to the pet store and fit him for it there that way you know that you are getting the right size.
