Furthermore they create a false sense of security while providing no real increase in safety to the public. Cities that have laws that address dangerous dogs based on the behavior of an individual dog waste less time and money because they are able to focus resources on dogs who actually display threatening behavior, which includes dogs of all breeds. We need your help! Please contact the bill sponsor and members of the Senate Economic Development, Tourism, and Local Government Committee and tell them, "I support SB 886 as originally introduced." There is outside pressure from HSUS and other animal organizations to amend the bill to allow for breed-specific mandatory spay/neuter. While Kansas City Dog Advocates supports voluntary spay/neuter, we DO NOT SUPPORT MANDATORY SPAY/NEUTER of any breed because it only results in an increase in the number of animals killed in the shelters. Low-cost spay/neuter programs that promote VOLUNTARY spay/neuter have a track record of being the most effective way to reduce the number of animals killed in the shelters. Because of outside pressures, it is important that you stress your support of the bill as originally filed without any amendments. Act NOW! At the hearing, committee members will either vote to move the bill on for debate or kill the bill altogether. It is important that you let committee members know how you feel before the hearing on Wednesday. See the column on the right titled "Who to contact" for phone numbers and email addresses of committee members. Friends and family can help too! | Published: Friday, February 22, 2008 MARCELINE - The Marceline municipal ordinance designed to prevent further attacks by pit bulls will be invalidated if one Missouri Senator has his way. Senator Jolie Justus (Kansas City-D) is sponsoring Senate Bill (SB) 886, a bill, that if enacted into law, would “deem...any ordinance...addressing specific breeds of dogs adopted prior to Aug. 28, 2008, by a city, town, or village...invalid and without the force of law.” In 2006, following the attack of two pits bulls on a dog and its owner, the City of Marceline toughened its animal control ordinance specific to pit bulls by prohibiting the further introduction of the breed into the community. Prior to the September 12, 2006 pit bull attack that ended with both dogs being shot and killed by Marceline Police, the City of Marceline already had a law on the books that required all pit bull owners to abide by the following restrictions: Owners of the breed-including Staffordshire Bull Terriers, American Pit Bull Terriers, American Staffordshire Terriers, and “any mixed breed of dog which have the appearance and characteristics...of pit bulls”-were required to be locked inside a completely enclosed pen or kennel with a “Beware of Dog” sign affixed. Furthermore, the pit bulls could only be allowed into the private yard or public domain if they were muzzled and on a leash no more than four feet long being held by a responsible party.
