BOISE, Idaho —
Idaho is a step closer to tougher dogfighting laws, after the state senate voted 31-4 for a measure making running a blood-sport operation a felony and attending a dog fight a misdemeanor.

If the bill passes the House, holding dogfights would bring five years in prison and $50,000 in fines.

Currently, Idaho and Wyoming are the only states that don't make dogfighting a felony.

Atlanta Falcons quarterback Michael Vick's conviction in Virginia lent momentum to the effort, after similar bills have failed in recent years.

Some who backed the bill say they also meant to target illegal gang and drug activity that accompanies dogfighting.
Sen. Jeff Siddoway, a Republican elk rancher from Terreton, voted against the bill, saying he doesn't feel like it reaches the same level as a felony like rape, murder or treason.
