Default If you wrote the BSL POLICY

Let's not call it BSL because we dont want it to be breed specific. If you wrote a policy which was fair to all breeds yet protected the public from vicious animals, what would your policy be? Include the punishments and fines for ofences.

The Safe Dog Act of 2007

All dogs must be contained at all times, whether by leash, good fence or kennel. A loose dog would be a $200 fine the first time, with $200 added on each time. (1st, $200, 2nd $400, 3rd $600) If all care has been taken to contain your dog and it still escapes there will be a committee that will come to your house to aid you in improving your dog's area. They will help with better fencing, such as privacy fencing, stakes beneath the fence to stop digging under the fence, or making fences higher and harder to jump. They will not suggest long term chaining as this will be illegal.

Any dog that is loose and is dangerous (causes a fight, fence fight, attacks a person) will be taken away from it's owner and rehabilitated. This will be for APBTs, Cocker Spaniels, Chihuahuas, ANY DOG. The owner will no longer be allowed to own a dog without an extensive dog training and responsibility course.

A basic dog training course will be available to all dog owners free of charge and will be required if you choose to own a dog.

I havent posted mine yet but you hit on a few things which I have said before. After we get some of these, maybe we can look at what would work and what wouldnt work and why. Maybe we can find ways to put the good ideas into place. That would be cool if we could offer an alternative policy that everyone would buy into.

I actually think my city's Dangerous Dog Law is fine without the breed-specific language. It basically says that AFTER a dog is deemed to be vicous by attacking or threatening, THEN you have to be registered, have the insurance, muzzle in public, have the dog contained in a kennel or in the home, have signs posted, etc. I think those things are fine for a dog that has proven itself to be vicous, any breed. But my city takes it a step further & stereotypes all bully breeds to be automatically vicous. That is the BSL part.

I'm gonna put a little twist on mine:

HSL - Human Specific Legislation

Ban all humans that abuse their dogs. Ban all politicians that put their nose where it don't belong. First fine would be $300 and muzzled when outside. If they repeat the offense, Animal Control will come to your house and seize the humans and put them in jail, where they will have to take classes to learn how to be a responsible person. If they repeat the offense again, they will get spayed or neutered so they cannot produce offspring. If all else fails, they get the choice of euthanization or to live on their own island.

lol Michelle. I like a lot of those ideas except for one thing. Who says what is abuse and what isn't? As some of the debates on here have proven, even 2 groups of people who claim to love their animals immensely have differing ideas on what constitutes abuse.

Good point. Here is an addition:

Abuse: starving an animal, beating an animal, setting an animal on fire, abandoning an animal.

Insurance- Now there is one that ticks me off. They try to make it mandatory for Pit Bull owners to have insurance which is ok; but, no one wants to insure them unless they charge so much that most people cant afford it.

keep it plain and simple..owner 100% liable for there dogs actions.....you buy a dog,train it to be human aggresive and it bites or kills someone..its the same as if you buy a gun,load it and hand it to a child..as an adult you comitted a murder..pass a law like that and dogs will be put on chains and stupid people wouldnt own the breed.

I'd like to add in basic veterinary care. You have to be able to prove your dog has had not only annual rabies shots, but has it's other yearly vaccinations and general health check up.
