| Ms. Ogan is not in office yet and, according to the website, half the city officials' terms end in 2008. The swearing in for newly elected officials is next month. We DEFINITELY need to keep an eye on upcoming council meetings and agendas. According to the website, North Plains City Council meetings are scheduled on the first and 3rd Monday's of the month, at 7:00pm in the Jessie Mays Community Center. Councilwoman- elect trying to ban pit bulls in North Plains 08:39 AM PST on Wednesday, December 3, 2008 By TERESA YUAN, NWCN Staff NORTH PLAINS, Ore. -- There are no cities in Oregon that ban pit bulls, but a lawmaker in the small town of North Plains wants to change that. KGW report on proposed pit bull ban Councilwoman- elect Ann Ogan was calling for a ban on pit bulls. She told Newschannel 8, a ban would be the first action she'd take once in office. "I don't understand why it hasn't been done already. Why Portland doesn't do it, or Vancouver, Washington? Why do we allow this continue in this country?" said Ogan. Ogan wanted all pit bulls and pit bull mixes gone for good in North Plains. This came on the heels of a number of incidents involving pit bulls in the Portland area; three attacks in the past couple of weeks. But Ann Nichols, with a pit bull rescue group, argues that bans are not the solution and come out of fear. "Banning a breed just doesn't work. It flat out doesn't work. It gives people a false sense of security that these are the only dogs that bite," said Nichols. | Ms. Ogan has no business being a representative of any city or town. She is just another person operating on fear and ignorance. I cannot believe her story was newsworthy to KGW. Of course our biased media has helped to create widespread fear of our beloved pit bulls. |

| go after the law-abiding family pets..She states that this is going to be her first play,has anyone asked this human garbage what her attitude is towards Drunken-drivers,Paediophiles,Gun-crimes,Drug-dealers,Dog-fighting etc.etc.etc.Surely there must be many more priorities and maybe BSL should only be 12th on her list. |

| New city councilor wants pit bull ban in North Plains Monday, December 29, 2008 By Nick Christensen The Hillsboro Argus The Argus Ann Ogan guesses there are at least six pit bulls in North Plains - in her eyes, six chances for a young child to be maimed or killed. She wants that number at zero, which is why a pit bull ban is Priority No. 1 when she's sworn in as a city councilor there next month. The councilor-elect said she's been working with dogs for four decades, training Labrador retrievers for hunting waterfowl in her pre-teen years and working full time managing a kennel when she was 18. "You are a pit bull fan, or you care more about protecting people," Ogan said. "In the past 20 years, people, men, criminals, drug dealers, et cetera have bred them to be more aggressive." The dogs are legal weapons, Ogan says, pointing to several recent reports of pit bull attacks across the Portland metro area. "What's happening is, everybody you talked to that's pro-pit bull says it's not the dog's fault, it's the owner's fault," Ogan said. "If we choose to believe that they are correct - why did the person choose a pit bull out of the other breeds available?" Tanya Roberts, behavior specialist for the Oregon Humane Society, disagrees with a ban. She points to the ambiguousness of a ban on "pit bulls" - does that include Staffordshire terriers or boxers? - and questions whether a ban on pit bulls could lead to other dogs being outlawed, as well. "People need to take responsibility, " Roberts said. One of those people is Kaye Smith, whose Dead Dog Walking rescue program near The Dalles hosts about 30 pit bulls. "They're not for everybody," Smith said. "You have to know your limits on personalities. We have some in our facility that need to be the only dog. Unfortunately, not all owners can accept that responsibility. " Smith said there's only been one dog that she's declined to take from a shelter because she thought it was too aggressive. "But any dog can attack," Smith said, refuting the conception that pit bulls have locking jaws - although "they're extremely smart and stubborn," and may not want to let go once they've bitten something. Hillsboro Police Department Lt. Mike Rouches said his department has only seen two problem pit bulls in the past five or six years. "It really becomes a dog-at-large issue," Rouches said. "When people are controlling their animals, we tend not to have tragedies, regardless of the breed." Rouches pointed out that Daisy, a pit bull who'd been at large for six months in Hillsboro, was captured by a resident who fed her and slipped a leash on her. She was accused of one bite, when a man cornered her. "You'd think in six months, if it was truly vicious, it would have bitten more than one person," he said. Statistics seem to bear that out. Washington County issued 25 dangerous dog citations from July 2007 to June 2008. Two of those citations were written for pit bulls. Ogan, however, doesn't like the odds. She points to an incident where she saw two women with pit bulls in a North Plains park, when one woman let one of the dogs off its leash. So why not just craft a strong leash law? "About the time it starts biting your children, it's too friggin' late," Ogan said. | North Plains pit bull ban not yet formally proposed Friday, January 09, 2009 The Hillsboro Argus There's still no pit bull ban proposed in North Plains. North Plains City Manager Don Otterman issued a press release this week, seeking to clarify the contentious process of the pit bull ban informally proposed by new City Councilor Ann Ogan. "The city council has not discussed the topic, and it is not on a future council agenda at this time," Otterman said in the release. He said the city has been getting several calls, including calls from other states, about the ban. "We just thought maybe we should clarify what's happened so far, which is basically nothing, and what the process will be if it is put on the agenda," Otterman said. The city manager said a pit bull ban will not be on the city council agenda until it has been announced in compliance with open meeting laws. "If the matter is placed on the agenda by the city council, the city will make the public aware of the time and place of the meeting," Otterman said.
